Eliminate Unnecessary State Employee Overtime
As the state institutes a hiring freeze, it has continued to utilize overtime by state employees to get services performed, often over the objections of state employees and their unions. In Fiscal Year 2007-08, the state spent $485.7 million on overtime costs that are not contractually obligated; these trends continued the first half of FY 2008-09. The state should severely restrict non-contractually mandated overtime by such steps as limiting it to only circumstances involving health and safety.
